Having tried all the other things mentioned by Withings AND using their online set-up Wizard that just didn't work/progress this is how I eventually solved the problem...TRY setting up your scales by using the app on my mobile phone; it worked first time/perfectly for me.
Basically clear the scales off your Withings account AND all the Bluetooth settings i.e. computer/laptop, phone etc as if you were in the position of having just bought them new; you also need to use this approach when you have changed tour internet provider as the WIFI address would have changed NOTE do not delete your previous weight records in your Withings account as this is not necessary. I had also done a 'Factory reset' AND so got stuck in the "Hello setup" loop that others have suffered from.
FIRST, charge your scales for at least 2 hours so that they are showing 100%. You do this with your USB lead plugged into the scales. Once done DISCONNECT the lead.
SECOND, now rather than using the approach on the Withings site with their downloadable app on the computer/laptop connecting cables etc, use these instructions on your mobile phone to set-up the new scales [https://www.youtube.com/watch?v=vYwfp72Uk4o]. Once you have re-linked your scales with your phone/account via Bluetooth, you can then 'direct' the account to the new wifi address link by just saying "yes" to the statement "Use WIFI address on phone?" as part of the set-up when using your mobile phone.
Once completed you can then access your Withings account on your computer and you will see that the scale is in your devices again AND your scales are working again AND your scales are sending data/weight records to your Withings account.
