It seems that the watch is tracking only the true steps and false steps are being disregarded. If continues walking, you are getting step counts but if walking with intervals, it is not. It sounds to me that your watch knows if you are really working out or not, I mean if you are just doing a normal walking.

I'm intrigued by your comments. Can you please explain what the difference is between a "true" step and a "false" step is?  According to your logic to get the steps to register one must walk continuously without stopping (no intervals) and in an abnormal fashion.

The same thing is happening to mine. 25% less than my Fitbit. I have, on more than one occasion, manually counted a significant number of steps and the Steel HR id woefully adrift.

Same here after  update to 6701 firmware, steps count is always 0, also activity dial is on 0 all the time (dial doesn't move at all).

Steps are not detected at all. I have tried restart, reset, restore, and reinstalling android app.

    Nothing helps.

Is this software/firmware problem or watch hardware problem? Can we expect a software/firmware fix / update?

This is my issue as well, nataska.majcen.  Steps are no longer being counted or shown on the watch.  They are, however, showing up in my app.  Not sure if that means the app is counting them through the phone or if the info is from the watch and just not showing up.

I lost faith. Customer services didn’t come back until much later than they promised and then with a standard response that didn’t address the problem and contradicted itself. Apparently the device doesn’t recognise hand/arm movements but only records steps when you’re swinging your arms?????
The device also recorded my heart rate as 40 ( I must’ve been in a coma ) in one instance but they failed to address that.
I’ve returned it and had my money refunded. It’s a good looking bit of kit but of no use to me and too many of the same problems reported.
I won’t be buying any other Withings or Nokia products after this experience

My daughter taught me how to fix this. Press and hold the button for 15-20 seconds then continue to hold the button as the watch cycles through the screens, until the screen turns off. The reboot is complete once you see the "Hello!" message.
