Can I customize screens from Web

Hello!

Please advise if there's a way to customize screens from the Web console? For some reason the app is very slow to sync (I still see deleted users and don't see a created one), so I would like to proceed setting up using Web only.

Just got a newly created user in the app (using logout-login), but there's no screen customization options for him at all.
