I also noticed a weird step counting with my steel hr sport and I tried a factory reset in case there was a software problem. Yesterday I went for a walk and I had 7509 steps for 5.7km which seems ok for my step size. Give it a try, it might help you too.

Make sure you don't have your phone in energy saving mode as withings says it affects GPS and hence heart rate and step count

    I have some news...
I get my new scan watch today.

I've done the same short walk with both the scanwatch and HR.

    Step counted : 64
    Scanwatch : 62
    HR: .... 27

My steel HR is not fonctionning well.

Support is really slow. 48 - 72h to get an answer for every email.

I'm having a similar issue with accuracy that I believe came after the recent software update.  Before that it seemed accurate enough for me as I have known walking distances around my house.  Today, did roughly a 3 mile walk and when I was done the watch only showed 2.55 miles.  I then went out for another walk of 1 mile or 1.0289 miles to be accurate as per https://gmap-pedometer.com/.  When I finished the walk it showed 3.43 miles.  I've done all of the suggestions like check my height in my profile which hasn't change, as well as no lower power mode and having location turned on my phone.  Not sure why my phone settings should come into play here.  Isn't the watch supposed to be a standalone device.  The reason I bought this product was because the phone is generally not accurate.  I opened a case with Support however it's the weekend so I suspect I won't hear back until at least Monday however based on the comments I am seeing about the response times, I may not hear back until mid-week.  I think this can be resolved by them adding a calibration feature vs. giving me a stopwatch (added in the last release).  The calibration feature could be, walk a known 1 mile route while the calibration is happening.  Obviously, one would need to do some additional work however I think it would be well worth it and accurate enough for most.  Would love to hear others thoughts and experiences.  Thanks.

After much chasing I finally got a response from the customer support team. Apparently the reason that my HR on average counts 70% of my steps is that I don't make enough vibration when I'm walking. Perhaps I should wear some cast iron boots!
