To get the step export feature to work, one has to disable step recording (activity tracking) in Google Fit and deactivate the step import in Health Mate.

Damit der export der von Health Mate aufgezeichneten zu Google Fit funktioniert, ist es notwendig in Google Fit Acktivitätstracking zu deaktivieren und in Health Mate den import von Schritten zu deaktivieren.
Since this issue was troubling me quite much I send an e-mail to the support and got an reply within 24 h. This is awesome! (though they don't seam to read the forum)
Although their suggestion of deactivating and re-activating the sync was already tried before, it got me to experiment with all possible scenarios and I figured out by accident that it suddenly started working when Google Fit is not configured to record any activities on its own. But I think this alone is not enough since this was my initial configuration, but instead one has to deactivate any step import in Health Mate. Before I had import from Samsung Health enabled and this may have been part of the problem.
While experimenting I took some other steps which are probably unrelated
- re-installed Google Fit and Health Mate
- disabled WiFi and mobile internet
- created a new user profile for my health records
- reset my Seel HR
- uninstalled Samsung Health

Bug Report
Health Mate is not synchronizing steps with Google Fit unless an activity is started.
Expected Behavior:
Short walks which are automatically recorded (but not assigned to any activity) by our health tracking device (e.g. Steel HR) should still count to the accumulated steps in Google Fit.
Observed Behavior:
Our watch correctly records the steps and Health Mate shows the statistic, but Health Mate does not record them as "walking activity" and it seams as if only activities get synchronized with Google Fit.
Each time, we have to manually start an activity if we want any records to be synchronized with Google Fit.
Possible Solutions for the Health Mate Software:
- Health Mate could simply create a walking activity for each time when it records any steps
- Health Mate could synchronize the step number to Google Fit, but please do this continiously and not only once a day otherwise 3rd party reminders for activity goals will not work properly
This seams to be a common issue
